BrightExplorer is a free program for Windows that adds tabs to Windows Explorer and allows each window to be opened in its own tab that the program attaches to the top of a single Explorer window.

It tabbifies your current Windows File Explorer by wrapping BrightExplorer around it and adds another advanced functionality i.e, a brand new favourite panel.
